The fog rolling across San Francisco Bay clung heavily to the glass of the high-rise office, standard morning moisture lingering over the distant towers of the Golden Gate. Commander Mhiess Hru’da didn't spare the view a glance, instead he stood at rigid attention before the wide, curved desk, with his hands resting naturally in the small of his back. His uniform was immaculate, the crimson trim catching the dim morning light.
To anyone else, the view of the bay was inspiring. To Mhiess, the lush green lawns and mild climate were just a glaring reminder of how removed Earth was from the harsh realities of the Federation frontier and from the blood-soaked soil of his native Deciria.
Across the desk stood Rear Admiral Wazeiya. The Rigelian flag officer carried the quiet, measured authority of a founding Federation dynasty, his dark, sharp eyes tracking the steady descent of an orbital shuttlecraft toward the transport pad below before he turned to face the room. On his desk terminal lay nearly four decades of Mhiess’s personnel files.
"Commander Hru’da," Wazeiya began, his tone measured and direct as his thick fingers tapped the glass interface. "Sixteen years in the Klingon Defense Force: from the Academy on Qo'noS, through command of the Jiyajbe', to nearly two decades in Starfleet. Tactical Officer, Chief of Border Security, Executive Officer... a career record that looks more like a cold-war calculus ledger than a standard service history. No disciplinary infractions, zero unnecessary engagements, and a penchant for finding micro-fractures in border security that three different Admirals missed."
Wazeiya tilted his head slightly, his dark, Vulcan-like eyes locking onto Mhiess, "Your Captain on the Resolute tells me you’re the finest XO he’s ever had. He also says you’re the most insufferable pragmatist he’s ever met, someone who traded the command chair of a Klingon Bird-of-Prey for Starfleet doctrine, yet views our protocol not as a moral compass, but as a structural load-bearing beam."
"Protocol exists to eliminate systemic failure, Admiral," Mhiess replied, his voice calm, deep, and measured. The dark, geometric Romulan grief tattoos etched across his jaw remained perfectly still, framing a face that gave away absolutely nothing. "In the Defense Force, emotion creates casualties through recklessness. In Starfleet, it creates them through hesitation. The result is identical."
"And that, Commander, is precisely why you are standing in my office today," Wazeiya said, stepping around the desk and retrieving an encrypted PADD to lay on the surface between them. "The 5th Fleet requires commanders who do not get blinded by romantic idealism when operating in high-stakes, volatile sectors. I’ve just signed off on your transfer orders. As of 0800 hours today, you are promoted to the rank of Captain and assigned as Commanding Officer of the U.S.S. Saratoga."
Mhiess’s eyes shifted briefly to the PADD, scanning the seal of Starfleet Command. "Sister to the Resolute, she's Intrepid II Class and completing system integration at McKinley Station."
"The very same," Wazeiya confirmed. "She is fast, heavily armed, and optimized for long-range independent operations, which is precisely why I am personally stepping aboard for her maiden deployment under my flag."
Mhiess met the Admiral’s gaze, processing the unusual command arrangement without breaking composure. Flag officers rarely embarked on a cruiser's shakedown unless the stakes demanded direct oversight.
Wazeiya tapped the interface, bringing up a localized map of Sector 413, displaying the border zone separating Federation space from the unstable territories of the Romulan Free State.
"Seventy-two hours ago, Starfleet Intelligence intercepted a low-frequency encrypted transmission originating from an old Imperial listening post deep inside the Neutral Zone," Wazeiya explained. "The facility is officially listed as abandoned, but sensor telemetry indicates active power signatures. Given your extensive tactical background, your decades of experience across both sides of the border, and your familiarity with Sector 413, I need a commander who can approach this situation with absolute precision. You are not being given the Saratoga to preach Federation values, Captain Hru'da. You are being given her because when the dark, messy reality of the frontier bleeds across our borders, you see the board clearly."
Mhiess analyzed the map for a brief second before speaking. "Crossing into the Neutral Zone without formal diplomatic channels breaches standard protocol, Admiral. If detected, it risks escalating border tensions with regional Free State factions."
"Which is why this operation requires complete operational discretion," Wazeiya replied smoothly, stepping closer. "We will be operating on the edge of Federation space with minimal support. I am embarking on the Saratoga to manage the fleet-level logistics and diplomatic fallout personally, but I am trusting your tactical judgment to execute the recovery of that data core without provoking an engagement."
Mhiess reached out, took the PADD, and tucked it under his arm. He snapped a crisp, perfectly calculated salute, looking Wazeiya dead in the eye.
"The Saratoga will be ready, Admiral. Whatever the board looks like."
"Your vessel is ready for departure at McKinley Station, Captain," Wazeiya said, returning the salute with a brief nod. "I will join you at Docking Bay 4 in two hours. Clear Spacedock and set course for Sector 413."
Mhiess gave a final, disciplined nod, turned smoothly on his heel, and strode toward the heavy doors. They chimed and parted, admitting him back into the quiet, polished corridor of Starfleet Command’s upper level. As he walked down the carpeted hallway toward the Turbolift, the weight of his new rank felt heavier than expected, tucked securely in his pocket alongside the mission PADD. He adjusted his tunic, his face setting back into its accustomed mask of unyielding logic.
Behind him, the Admiral’s doors sealed shut; ahead lay McKinley Station, his new ship, and a vector straight into the Neutral Zone.
